Israel's Looming Attack - Responding to an Israeli Strike on Iran's Nuclear Complex

Although an Israeli military strike against Iran?s nuclear program is far from certain, the potential consequences for the United States are clear. Such a development would present major crisis-management challenges?and, perhaps, opportunities to advance U.S. interests.

The immediate challenge would be to limit escalation by constraining Tehran?s freedom to act, minimizing the damage caused by its retaliation, and keeping Hizballah and other Iranian proxies out of the fray. Moreover, by curbing Iran?s escalatory options in the Persian Gulf, Washington might prevent a prolonged spike in oil prices. This could in turn help preserve international support for efforts to prevent Tehran from acquiring nuclear weapons. To accomplish these objectives, Washington would need to take a number of steps both prior to and immediately after a strike. It must also be prepared to respond quickly to miscalculations?whether its own or those of friends and adversaries?as well as other unintended consequences that could complicate poststrike diplomacy.

For the Obama administration, there is the additional challenge of preparing for an event that it is clearly trying to avoid without appearing either ?complicit? in Israeli actions (in the words of Joint Chiefs chairman Gen. Martin Dempsey) or unwilling to support a close ally in its hour of need. And in the aftermath of a strike, Washington would need to subordinate its pique at the Israeli government to the task of managing the crisis in a way that furthers U.S. interests and enhances America?s standing in the eyes of its regional partners.

Working with Israel to prevent escalation

Minimizing Israeli casualties as a result of Iranian retaliation would be a key element of any effort to limit poststrike escalation. During some past conflicts (e.g., the 1991 Gulf War), Israel has absorbed rocket and missile barrages and terrorist attacks without retaliating, at least when the resulting casualties were limited. Accordingly, the United States should be prepared to rapidly augment Israel?s missile defenses with SM-3s, Terminal High-Altitude Area Defense systems (THAADS), and Patriot PAC-2s, with the aim of limiting casualties caused by Iranian missiles and, perhaps, Hizballah?s long-range rockets.

Some administration officials may wish to maintain a studied distance from Israel poststrike in order to demonstrate their disapproval, but the imperative to prevent further escalation by rapidly dispatching missile defenses should trump all other considerations (except for the need to deploy such systems to defend U.S. facilities in the Gulf). Washington would also need to work with Israeli and other intelligence services around the world on thwarting retaliatory terrorist attacks against American interests (to limit potential U.S. involvement in the fray) as well as Israeli and Jewish targets (to limit further Israeli military action).

Although the main actions associated with an Israeli strike are unlikely to last much more than a day or two, the Israeli military might decide to conduct a follow-up strike several days later against targets inadequately damaged during the initial attack. This could pose further challenges to U.S.-Israeli relations, especially if Washington believed that it had averted major escalation after the first strike. Such scenarios underscore the need for close bilateral consultation throughout the crisis, with U.S. and Israeli decisionmakers comparing the benefits that a follow-on strike might confer versus its escalatory potential given the situation on the ground.

Signaling Iran

Washington?s ability to influence Tehran?s calculus is limited, but it can do a number of things well before any strike to constrain the regime?s freedom of military action and capacity to respond. These include:

  • Quietly informing Tehran that in the wake of recent provocations?namely, plots to assassinate the Saudi ambassador in Washington last year and U.S. embassy personnel in Azerbaijan earlier this year, both linked to Tehran?the United States will respond to future Iranian or proxy attacks on its interests in a forceful manner. This message should be reiterated now even if it has been delivered in the past.
  • Intensifying surveillance of suspected and confirmed Iranian intelligence agents serving overseas, and making this enhanced scrutiny visible to Tehran. If the regime knows that its agents are being watched, it may be less willing to use them to conduct retaliatory actions. And in the immediate aftermath of an Israeli strike, Washington should take this approach a step further, pressing allied governments to declare Iranian agents personae non grata.
  • Maintaining a strengthened air and naval presence in the Gulf to limit Iran?s poststrike military options. In addition, the United States should relocate the two aircraft carriers in the Persian Gulf to the Gulf of Oman, where they will be less vulnerable to an Iranian surprise attack and better positioned to wage an ?outside-in? campaign to restore freedom of navigation in the Strait of Hormuz. It should still maintain a naval presence in the Persian Gulf, however, both to reassure its allies and deny Tehran the ability to claim that it expelled U.S. forces.
  • Persuading allies and partners?especially those dependent on Gulf oil?to warn Tehran against disrupting oil shipments. In doing so, they should remind Tehran that it lost the Iran-Iraq War in large part because it took a variety of actions (including the ?tanker war?) that alienated the international community. They should also be prepared to release large quantities of oil from their strategic reserves to dampen a possible oil price spike.

After a strike, Washington should emphasize that the proximate cause of the crisis was Tehran?s refusal to dispel persistent doubts about the peaceful nature of its nuclear program. The United States and its partners should then reiterate their willingness to help Iran enjoy the benefits of nuclear technology for peaceful purposes, provided that Tehran clarify outstanding issues about its program and agree to adequate safeguards. In addition, Washington should work to deter Tehran from breaking out or withdrawing from the Nuclear Nonproliferation Treaty (NPT), reminding the regime that the international community has detected its previous efforts to build clandestine enrichment facilities, that it would face even stiffer sanctions were it to do so again, and that withdrawal from the NPT is not a legal option given its likely violation of its treaty obligations.

Sidelining Hizballah

Iran has the ability to do a fair amount of harm on its own in response to a strike. First, some Iranian missiles would likely penetrate Israeli missile defenses (though it should be recalled that the forty-one Iraqi missiles that hit Israel in 1991 led to the death of only one citizen). Second, some Iranian-sponsored terrorist attacks are likely to succeed, though the regime has recently shown a degree of incompetence in this area. Third, Tehran could roil world oil markets by threatening Gulf oil shipments, assuming it were willing to brook international censure for doing so.

Yet Iran?s potential for harm would be greatly magnified if it convinced Hizballah to join the fight. For example, the organization could use its inventory of more than 50,000 rockets to bombard Israel from Lebanon, perhaps sparking a war in the Levant. It could also undertake terrorist attacks against U.S., Israeli, or Jewish targets overseas. Hizballah leader Sheikh Hassan Nasrallah recently stated that the group?s response to an Israeli strike would depend on the circumstances. Although he subsequently stated (probably in response to Iranian prodding) that Hizballah would retaliate in some way, the group is still smarting from its 2006 war with Israel and is facing domestic pressure due to the travails of its cosponsor, the Assad regime in Syria. Therefore, it will probably try to avoid another war.

Washington should help Hizballah stay on the sidelines of a potential conflict by quietly indicating that any retaliation on Iran?s behalf would likely increase regional and international support for strong countermeasures. These include robust Israeli military action aimed at causing long-term damage to the group, sanctions that greatly constrain its fundraising and organizational activities in Europe and elsewhere, U.S. efforts to hinder resupply from Iran (though Hizballah already has enough rockets for several major conflicts), and more robust support for opposition forces in Syria.

Maintaining international support

One of the greatest sources of anxiety concerning an Israeli strike is that it could undermine international support for preventing a nuclear-armed Iran. Under such conditions, Tehran could rebuild its destroyed nuclear infrastructure with few if any constraints, including the export controls that have slowed its centrifuge and missile programs.

In this respect, an Israeli strike would be less disruptive than an American strike. Washington has made a very public effort to warn Israel against such a course, so a U.S. strike might alienate those countries that have cooperated with U.S. sanctions in the belief that they were aimed at averting military action. Moreover, a successful Israeli strike that sets Iran?s nuclear program back by several years might increase the international community?s motivation to prevent a vengeful Tehran from acquiring the bomb, since that development could precipitate an even more dangerous crisis later. Paradoxically, then, an Israeli attack might increase both Tehran?s desire to obtain nuclear arms and the international community?s resolve to prevent it from doing so. This resolve could take the form of more stringent application of existing export controls on sensitive materials and dual-use items critical to the nuclear program.

Finally, any Iranian threats or attempts to disrupt the global economy after a strike would be fraught with risk for the Islamic Republic. On one hand, if Washington succeeded in deterring Iranian retaliation in the Gulf or mitigating its consequences, then international support for export controls and sanctions designed to prevent Iran from acquiring the bomb might well continue unaffected. Conversely, should Tehran manage to destabilize the Gulf, it could alienate its supporters, strengthen the determination of those countries working to prevent it from getting the bomb (including Russia and China), and ensure that an Israeli strike has a greater impact on the regime?s ability to rebuild than would have otherwise been the case.

Conclusion

Because an Israeli military strike on Iran would be a high-risk move with significant potential for escalation, resolving the nuclear impasse diplomatically is greatly preferred. Yet even as Washington continues to warn Israel against such a move, it would be well advised to prepare measures aimed at mitigating the adverse consequences of a strike, averting further escalation, and impeding Iran?s efforts to rebuild its nuclear program.

California bans gay "conversion" therapy for minors

SACRAMENTO (Reuters) - Governor Jerry Brown has signed a bill banning a controversial therapy that aims to reverse homosexuality in minors, his office announced on Sunday, making California the first state to ban a practice many say is psychologically damaging.

The move marked a major victory for gay rights advocates who say so-called conversion therapy, also called reparative therapy, has no medical basis because homosexuality is not a disorder.

Brown said in a short message on Twitter that he supported the bill because it "bans non-scientific 'therapies' that have driven young people to depression and suicide."

The bill's sponsor, state Senator Ted Lieu, a Democrat from Torrance, said the law was a gesture of remembrance for a man who committed suicide after undergoing the therapy.

The measure prohibits children and teens under 18 from undergoing sexual orientation change efforts. It received support from the California Psychological Association and the California Board of Behavioral Sciences, among others.

"LGBT (lesbian, gay, bisexual and transgender) youth will now be protected from a practice that has not only been debunked as junk science, but has been proven to have drastically negative effects on their well-being," Human Rights Campaign President Chad Griffin said in a statement.

He urged other states to follow California's lead.

Lieu said the psychiatrist who pioneered the therapy, Dr. Robert Spitzer, has since renounced it and has apologized to the gay and lesbian community.

"If anyone had any doubts such practices were evil, they need only listen to accounts of victims who went through this abusive practice," Lieu said in a statement.

During the legislature's consideration of the bill, people who had undergone the therapy as minors testified about why they wanted the practice banned.

"As a young teen, the anti-gay practice of so-called conversion therapy destroyed my life and tore apart my family," witness Ryan Kendall told legislators.

Several openly gay legislators gave emotional speeches in support of the measure, sharing how they were bullied because of their sexual orientation as youths.

All major medical and mental health organizations including the American Medical Association and the American Psychiatric Association have denounced the practice, supporters said.

Opponents said the bill encroached on the rights of parents to make choices for their children. They also said politicians should not regulate what they considered to be a matter for medical boards to decide.

The measure will take effect on January 1.

Bergeron's Late TD Lifts No. 12 Texas 41-36

STILLWATER, Okla. September 30, 2012, 12:58 am ET

STILLWATER, Okla. (AP) ? The reasons to doubt David Ash continue to vanish as he keeps finding ways to lead No. 12 Texas to victory.

Ash threw three touchdown passes to Jaxon Shipley and set up Joe Bergeron's 2-yard touchdown run with 29 seconds left in the Longhorns' 41-36 victory over Oklahoma State on Saturday night.

Ash led Texas (4-0, 1-0 Big 12) on a 75-yard scoring drive after the Cowboys (2-2, 0-1) took the lead on Quinn Sharp's 24-yard field goal with 2:34 to play.

Ash connected with tight end D.J. Grant for a 29-yard pick up on fourth-and-6 to keep the drive going, and Mike Davis outleaped Justin Gilbert on a 32-yard deep ball to set up Bergeron's winning touchdown.

"He will not be under any more pressure than this, and he couldn't have done this this time last year," said coach Mack Brown, who moved to 7-0 in Stillwater. "He has really grown up. He is the leader of this football team."

J.W. Walsh started in place of injured Oklahoma State quarterback Wes Lunt and threw for 307 yards and two touchdowns.

Joseph Randle added a career-high 199 yards rushing and two touchdowns for the Cowboys, who hung a banner marking last season's Big 12 championship in the east end zone but started their defense of it by coming up short in a wild fourth quarter that featured four lead changes.

The Longhorns had lost at home to OSU each of the past two seasons. Last season, Ash was making his first career start and threw for only 139 yards with two interceptions and no touchdowns in a 38-26 loss.

"That game really haunted me because as a first start, it wasn't the first start that you wanted to have," said Ash, who finished with 304 yards passing and threw his first interception of the season.

"This game kind of means a lot."

D.J. Monroe added a 100-yard kickoff return touchdown as the Longhorns improved to 23-4 in a series in which they have rallied from 28-, 19- and 21-point deficits just since 2004. This was another difficult one for Oklahoma State to take.

Randle lunged in from 2 yards out to put Oklahoma State up 33-28 early in the fourth, only for Texas' potent running game to come alive next. Bergeron also capped that 75-yard drive with a 1-yard touchdown run, as the Longhorns picked up 65 yards on seven carries while moving down the field.

After the ensuing kickoff went out of bounds, Oklahoma State needed just three plays to bolt to the Texas 13. But then that drive stalled, with three straight 2-yard runs ? two by third-stringer Desmond Roland and then one by Randle, who was pulled out for a breather ? and the Cowboys settled for Sharp's field goal.

"Coaches will have second thoughts about plays that were called. ... We have to be able to make those plays and get that stop," Gundy said.

Bergeron's scoring run was reviewed on instant replay after Oklahoma State safety Daytawion Lowe came out of the pile with the ball in the end zone, but officials upheld the call on the field.

"They made a play at the end and they happened to make a play when the clock ran out," Gundy said. "Give them credit."

Settling into his starter's role after splitting time with Case McCoy last season, Ash also threw scoring passes of 44 and 20 yards to Shipley in the first half before the pair hooked up for a 7-yard TD on a fade pass in the third quarter to make it 28-20.

"It's something we haven't been able to do in the last couple years, win a tough game like this on the road," Brown said.

The Longhorns had a losing record in Big 12 play each of the past two seasons after winning the conference championship in 2009.

"The only thing that was important for us tonight was to win," Brown said. "We needed to go on the road, we needed to win against a team that had beaten us twice in a row, we needed to win against a team that had won more games than anybody in the Big 12 the last two years and we needed to win at a place where they hadn't lost for the last two years."

Texas had only 29 yards on its first 22 rushing attempts but gained 106 on its last 20 tries during crunch time. Oklahoma State ran for 275 yards but couldn't punch it in its last time in the red zone.

"It comes down to just your will," said Bergeron, who had 48 yards on 15 carries. "It's not the play, it's the player. It comes down to just how you play, not the scheme. It's just how bad you want it. At the end of it, I felt like we just wanted it more."

Walsh threw a 20-yard TD pass to John Goodlett in the third quarter and a 44-yarder to former high-school teammate Josh Stewart in the first half.

"When the coaches draw plays up, we've got to execute them as best we can," Walsh said. "When we do, we're successful. And when we don't, we're not. I think as a whole we played really well tonight."

LOS ANGELES (AP) ? Arnold Schwarzenegger says his wife, Maria Shriver, was told to "snap out of it" by her mother for her attempts to persuade him against running for California governor in 2003, a conversation that ultimately opened the door to his successful candidacy.

Eunice Shriver told her daughter that her husband would be "angry for the rest of his life" if she stopped his ambitions, Schwarzenegger writes in his new autobiography, "Total Recall: My Unbelievably True Life Story."

The former governor says in the book that he had decided against running to recall Gov. Gray Davis after his wife implored him not to for the sake of their family. Maria Shriver announced his decision to their four children.

But he writes that when Maria Shriver told her mother about her efforts to thwart Schwarzenegger's political ambitions, Eunice told her daughter that women in their family "always support the men when they want to do something." Schwarzenegger says he didn't know about the conversation at the time, but learned of it later.

Maria Shriver then softened her stance, paving the way for Schwarzenegger to announce his candidacy on "The Tonight Show with Jay Leno," where he says he felt most comfortable.

The announcement came after a week of wavering. Schwarzenegger says before he headed to the TV appearance, his wife handed him two pieces of paper with talking points she had written: one in case he decided to run, another in case he decided not to.

He writes that Shriver went on to become a key ally and adviser to his campaign and eventual governorship.

Schwarzenegger has often said that Maria's mother and her father, Sargent Shriver, were essential to his eventual decision to seek public office, and the most "extraordinary human beings I've ever met." But he also writes in the book that he often teased his wife that the close-knit Democratic Kennedy clan was "like a bunch of clones" because there was such conformity among them.

A spokesman for Shriver, Matthew DiGirolamo, declined to comment on the contents of the book.

"Total Recall" will officially be published next week. The Associated Press purchased an early copy.

The book is part of an effort by the onetime "Mr. Universe" and Hollywood action star to rebrand himself after leaving office with a mixed record and subsequent embarrassing revelations about a fling he had with the family's housekeeper. Schwarzenegger, who fathered a son with the housekeeper, says he also let boy down.

Schwarzenegger, 65, said he avoided telling his wife for years about the boy, who is now a teenager, even when Shriver asked him, partly because of his longtime penchant for secrecy, and his fear that the news would become public and undermine his political career. He told his wife in January 2011, when she confronted him the day after he left office.

In an interview with "60 Minutes" scheduled to air Sunday, Schwarzenegger said having sex with his housekeeper was "the stupidest thing" he ever did to his now-estranged wife and caused great pain to her and their four children. CBS aired excerpts of the interview Friday.

"I think it was the stupidest thing I've done in the whole relationship. It was terrible. I inflicted tremendous pain on Maria and unbelievable pain on the kids," Schwarzenegger tells "60 Minutes."

Schwarzenegger says he also let down the son he fathered with the housekeeper.

Shriver filed for divorce in July.

In his book, the usually ebullient Schwarzenegger admits to some loneliness, even though he packed his schedule with speeches, projects and movie-making after Shriver and the children moved out of the house. He said his career had been fun for 30 years because he shared it with Maria.

They had done everything together, he writes.

The former GOP governor also writes about a 2003 White House meeting with Karl Rove in which the top GOP strategist told him the recall would not happen and instead introduced the actor to then-national security adviser Condoleezza Rice as his pick to run for California governor in 2006.

Schwarzenegger felt snubbed.

He asks, "How could Rove have been so wrong?"

Rove's office said he was traveling Friday and could not be reached for comment.

Rice's chief of staff at Stanford University, Georgia Godfrey, said Rice cannot recall "any conversation on this subject."

"She has stated many times in the past that she has no desire to run for public office and those sentiments have still not changed," Godfrey said in a statement emailed to The Associated Press.

Your doctor will likely never have seen a case before which means you suffer with symptoms while awaiting diagnosis, and this can sometimes take years. Even when an accurate diagnosis is reached there may be few treatment options; the pharmaceutical companies just aren t interested in developing drugs to treat such a small market. For the majority (>95%) of the 7000 rare diseases there is no FDA approved therapy. Perhaps the cruelest twist of rare diseases, however, is that so many of the patients are young children. The NIH estimates that 50% of rare diseases affect children, and 30% of pediatric cases die before they reach their 5th birthday!

Collectively rare diseases are not rare. The fact is that while a disease might be labeled as rare , the number of persons suffering from one of the thousands of rare diseases is estimated at 10% of the population [1], or approx. 30 million people in the United States and 350 million people globally. Mainstream pharmaceutical companies have long ignored rare diseases. With the increasing de-centralization of scientific research, and the growth of the citizen science movement, however, there has never been a better time to tackle this problem head on. That s exactly what Assay Depot is doing by teaming up with the Rare Genomics Institute ? to bring awareness to the current broken system for diagnosing, treating and curing rare diseases.

The Rare Genomics Institute provides hope to children suffering with a rare disease. Most rare diseases are genetic in nature, caused by a mutation somewhere in the 3.2 billion bases of human DNA. The Rare Genomics Institute uses crowdfunding to pay for sequencing of the sick child s genome and then assembles a network of academic specialists who work together to identify the child s genetic mutation. Now Assay Depot has teamed up with The Rare Genomics Institute to take the process one-step farther, and go on the offensive with the Rare Disease Science Challenge.

The competition is open to researchers, foundations, or everyday people. Families with a child afflicted with a rare disease will have the opportunity to work with a network of academic researchers and use donated research services to develop research proposals tailored to their child?s needs. An expert panel of scientists will evaluate the research proposals with the final winner(s) selected by Facebook voting.

If we can improve the standard of care for just one rare disease we will bring relief to thousands of people, very likely children, who currently suffer. We think that is a dream worth fighting for. I am sure Chris and Hugh Hempel would agree. Their identical twin daughters, Addison and Cassidy, have been diagnosed with Niemann-Pick Type C, a rare, incurable and fatal genetic disease that causes progressive neurological deterioration. Eat Yourself Skinny!: Tomato-Basil Soup

Mmm one of my favorite go-to foods on cold, dreary days are soup and grilled cheese sandwiches.? Nothing screams "comfort" more than this delicious duo and I can almost guarantee it'll perk you right up from however you were feeling before. ??



As most of you know, I wasn't having the greatest of weeks last week and so I did what any normal person would do when they realize their identity has been stolen and someone was trying to go on shopping sprees with their hard-earned money...I took the day off from work.? Ok so truth is my car was broken down and I literally had no means of transportation, BUT it was still the perfect day to sleep in, catch up on my guilty pleasures (aka Real Housewives) and attempt to cheer myself up.

Thankfully I didn't turn to a gallon of vanilla ice cream to drown my sorrows in, I decided to try this tomato-basil soup recipe that had been sitting on my kitchen counter for weeks now.? It truly was the greatest pick-me-up and took me only 20 minutes to throw together.

Here are your ingredients:

1 Tbsp olive oil

1 1/2 cups chopped onion

3 garlic cloves, chopped

3/4 cup fresh basil, chopped

1 (28 oz) can fire-roasted diced tomatoes, undrained

1/2 cup (4 oz) 1/3-less fat cream cheese, cut into cubes

1 1/2 cups fat-free milk

1/4 tsp. salt

1/4 tsp. pepper

In a large saucepan over medium-high heat, heat olive oil and saute the chopped onion for 3 minutes, until translucent.? Stir in garlic and cook for an additional minute.? Add tomatoes and basil, bringing to a boil.? Stir in cream cheese until melted.

Place mixture in a blender or food processor and blend until smooth.? Return to saucepan and stir in milk, salt and pepper.? Return to medium-high heat and cook for 2 minutes.? Serve with toasted bread or a sandwich, enjoy!

Kids and Teens: The Perks of Playing a Musical Instrument ...

Flashback to when I was in grade two. I was urging my mom to let me take piano lessons. My mom said ?no? because first, the fees were expensive, and second, she thinks that such activities would only interfere with my academic studies. I really wished she had enrolled me for music lessons though. I really wanted to learn to play the piano, the guitar, or the violin when I was young and I only had two simple reasons why?

First, I love music and I wanted to learn how to make music by myself. For a kid, learning how to play musical instruments could give a certain sense of achievement. It can also boost our confidence, knowing that such is a unique skill that only the persistent can develop.

The second reason was that I knew that being talented at making music can help me gain more friends in school. Kids who are good at playing musical instruments are more likely to become popular too, right? They can join bands and perform during special school events ? and in the process develop excellent social skills.

I know my reasons before were a bit petty ? but if you think thoroughly about whether you should let a kid learn to play a musical instrument or not, you will see that the benefits very much outweigh any risks.

Aside from my petty reasons above, I think we should let our kids learn how to play the piano or the violin because it would teach them discipline, acquired through the need to regularly practice and concentrate at playing. They would also develop patience and persistence, life lessons which are very valuable.

Learning how to play musical instruments can also be a source of fun ? and a form of stress reliever and self-expression. It can also reduce stage fright, promote team work, and as noted in some studies, it can enhance memory, and improve math, reading, and comprehension skills.

With all these probable benefits at hand, parents should even encourage their kids to explore the world of music. So the next time, your kid requests for piano lessons, why not go all the way and get him/her a beginner?s sheet music online at greatscores.com? What is the SBC Political Risk Protection Program?

To protect a small business? overseas investment against political uncertainties, the SBC provides insurance against loss or damages resulting from political violence, such as terrorism or war, nationalization or expropriation by a foreign government, or the inability to convert local currency and repatriate profits. Businesses receiving SBC loans can utilize OPIC's insurance wrap which provides political risk insurance at a reduced rate. The SBC loan borrower may elect this insurance coverage for up to $6 million of their equity investments. Pricing will be based on a one-time fee for the life of the OPIC loan up to 15 years. For non-borrowers, OPIC?s regular insurance product is available. There are no minimum investment size requirement for either product.

What is the SBC Finance Program?

Loan amounts for overseas investments range from $100,000 to $10 million with terms from 3-15 years. Interest rates will be capped at seven percent above OPIC?s cost of funds for comparable maturities. In addition, there may be one-time facility fee of up to two percent and an annual maintenance fee not to exceed one percent of the outstanding balance of the loan. While the eligible U.S. small business must own at least 25 percent of the overseas project, OPIC may be able to finance up to 65 percent of the total project costs.

What is the application process?

For financing, the small business needs to submit a completed finance application, formal business plan, and sponsor disclosure forms. The small business does not need to submit any additional information for the insurance wrap. However, non-borrowers who want political risk protection need to register their project, complete an insurance application, and provide a formal business plan. The approval process will take 60 days from the time of submission of completed documents.

Japan, China move to dampen island dispute

TAIPEI, Taiwan (AP) ? Japan and China are taking small steps to dampen a bitter dispute over a group of small islands in the East China Sea following an intense but seemingly controlled confrontation over the islands' sovereignty that introduced wildcard Taiwan in the fray.

Foreign ministers from Tokyo and Beijing met late Tuesday on the sidelines of the U.N. General Assembly in New York to discuss the issue, two weeks after the Japanese government's purchase of some of the islands from private owners sparked bitter anti-Japanese protests in China and raised tensions between the two Asian giants to their highest level in years.

Vice foreign ministers from the two countries met the same day in Beijing.

Despite the promise of the meetings, it is still too early to conclude that the crisis has passed. China is almost certain to send its own vessels to challenge Japanese control of the islands, raising the possibility of armed conflict arising from mistake or miscalculation.

Tuesday's Japan-China meetings came just hours after Japanese and Taiwanese coast guard cutters exchanged water cannon blasts just off the islands, known as the Senkakus in Japan and the Diaoyu or Diaoyuitai in China and Taiwan. Taiwan also claims the islands, which sit astride rich fishing waters and potentially large reserves of natural gas.

Taiwan, which split from China amid civil war in 1949 but has been drawing ever closer to Beijing in the 4 ? years since Ma Ying-jeou became president, has become a wild card in the Japan-China dispute, staking out what it claims is an independent stance to assert its sovereignty over the islands.

But reflecting its claim that Taiwan is part of its territory, China has gone out of its way to suggest that Taipei's interest in the islands is identical with its own. Following Tuesday's confrontation between the two coast guards, China's state-controlled media offered clear validation of the Taiwanese actions, presenting detailed coverage of the presence of some 50 Taiwanese fishing boats and 12 coast guard vessels in the disputed island area.

During the confrontation, the two sides used water cannon for the first time, an apparent escalation in their previously low-key tactics. But the almost ritualistic nature of the exchange ? the sides separated after only a few minutes, and the Taiwanese flotilla returned to Taiwan ? suggested that Tokyo and Taipei were operating within carefully prescribed parameters and they had no interest in letting things get out of hand.

Neither Tokyo nor Beijing has released a full account of the New York meeting, though the mere fact it occurred raises hopes of a peaceful solution to the crisis between an ascendant China, flush with tens of billions of dollars of foreign exchange reserves and a rapidly expanding military, and a Japan that seems eager to prove that despite long years of economic drift it still remains a power to be reckoned with.

China's official Xinhua News Agency reported that Chinese Foreign Minister Yang Jiechi told Japanese counterpart Koichiro Gemba that the Japanese government's island purchase constituted "a serious challenge to the post-war international order."

"China will not tolerate the Japanese side taking any unilateral action on the Diaoyu Islands," the Xinhua report said. "China will continue to take firm measures to safeguard its territorial integrity and sovereignty."

Earlier, senior Japanese Foreign Ministry official Naoko Saiki repeated Japan's claims to the islands, and said that while compromise with Beijing would likely be difficult, the two sides should keep talking.

"We don't want to have any wars or battles or use of force," she told reporters. "We have to stabilize the situation through dialogue in a peaceful manner, in accordance with international law."

I Giggle, Therefore I Am

I have just discovered a profoundly human, evolutionarily crucial fact about the new baby in our house: He likes to be tickled.

This isn?t a joke. For centuries, the deepest of thinkers?Aristotle, Darwin, Shylock?have puzzled over this silliest of human acts. Robert R. Provine, a neuroscientist at the University of Maryland at Baltimore County, is their heir, and according to his new book, Curious Behavior, Shylock was on to something. Tickling is not an inexplicable physical tic. It?s central to who we are?and how we became who we are.

Provine first began researching tickling when someone came up to him before a talk on laughter?he?s an expert on the subject?and said she hoped he wasn?t studying tickling. She hated tickling. So inevitably, he decided to study it: ?Her revulsion was persuasive.? If she?s that annoyed by it, he thought, it must be important.

Its importance begins in infancy. ?When people say they hate being tickled and there?s no reason for it, they forget that it?s one of the first avenues of communication between mothers and babies,? he says. ?You have the mother and baby engaged in this kind of primal, neurologically programmed interaction.? Or the father: I tickle my son; he shrieks; I tickle him more; he shrieks more; I tickle him yet more; he starts wailing. I apologize.

In a sense, this is our first conversation?how we manage to talk with someone despite being preverbal. The content here is socioemotional, and as a form of social binding, it preceded the development of language, Provine says. Play with a toddler and you might end up recapitulating that developmental progression: before talking comes tickling. ?If one wants to become friends with a young child,? as the neuroscientist Jaak Panksepp has written, ?there is no easier way to negotiate the social terrain than by gently escalating tickle games.?

Tickle games are not unique to humans. They?re part of our mammalian heritage. ?Tickle is what binds mammals together in rough-and-tumble play,? Provine says. Pick a mammal. Squirrels engage in play that looks a lot like tickling. So do?of all species?elephants. So do rats: In a sensational experiment a decade ago, Panksepp recorded the ultrasonic sounds, inaudible to the human ear, that rats make when tickled by an experimenter. The rats, in other words, seem to giggle when tickled.

But only chimpanzee and human mothers gaze deeply into the eyes of their infants?and then tickle them. In the wild, chimpanzee infants will bite their mothers, who respond by tickling; the infants then bite their mothers again, which provokes more tickling; and so on. It?s a social dance: Tickling is the way we and the chimps establish, without words, that we?re in this thing together.

UN: 1.5 million Syrians in need of food aid

BEIRUT (AP) ? The number of Syrians in need of food aid has jumped from 250,000 in April to 1.5 million today, the head of the U.N.'s food agency said Monday, as more civilians are driven from their homes by an escalating civil war.

Separately, the international envoy to Syria, Lakhdar Brahimi, told reporters at the U.N. that the conflict threatens to spill across the Middle East and is "extremely bad and getting worse."

In a closed-door session of the U.N. Security Council, Brahimi had harsh words for Bashar Assad, saying the Syrian president has no intention of carrying out reforms that would end his family's four-decade grip on Syria.

Brahimi's comments were relayed by a diplomat who participated in the briefing and spoke on condition of anonymity because he was not authorized to discuss publicly what was said.

Assad insists he is ready to consider political reforms and portrays those fighting to bring him down as foreign-backed terrorists. Syria's opposition groups, both in exile and in the country, dismiss Assad's promises and say the dictator must step down ahead of any political dialogue.

Syria's 18-month conflict appears to have reached a stalemate, with neither Assad's military nor armed rebels able to deliver a knock-out blow. The death toll has reached nearly 30,000, according to activists, while hundreds of thousands of Syrians have been displaced, many seeking refuge in neighboring Turkey, Lebanon and Jordan.

In recent weeks, fighting has focused on Aleppo, Syria's largest city and a strategic prize for both sides. Rebels seized several neighborhoods of Aleppo over the summer, but have been unable to take full control of the city of 3 million, Syria's commercial capital and a former regime stronghold. The regime for its part has been unable to drive opposition fighters out of the city, despite superior firepower.

Taking Aleppo could give the rebels momentum and a stronghold in the north near the Turkish border. A rebel defeat, at the very least, would buy Assad more time.

On Monday, Syrian warplanes bombed two buildings in Aleppo's southern neighborhood of Maadi, killing five people, including three children from the same family, activists said. The apartment buildings were destroyed and more people were feared buried under the rubble, activists said. An amateur video showed people digging through the debris in search of survivors.

The aim of such strikes on residential areas is to terrify people and turn them against the Free Syrian Army rebel group, said Aleppo-based activist Mohammed Saeed. "The regime wants people to say that had the Free Syrian Army not entered the city, the regime wouldn't have bombed us," Saeed said.

In New York, the U.N.'s World Food Program warned that it is running short of funds to cover operations in Syria because of sharply growing needs. World Food Program chief Ertharin Cousin said the agency had raised $78 million, but needs $60 million more to cover its annual Syria budget. The crisis is likely to worsen as Syria's wet, chilly winter rolls in, she said.

In addition to aid pledges, Cousin said, donor countries need to exert diplomatic pressure to ensure the Syrian government allows agency workers access to those in need. Aid workers are struggling to reach families in conflict areas in and around the capital Damascus, and in the cities of Aleppo and Homs, adding that the agency's staff are traveling in armored vehicles.

The spike in the number of Syrians needing food, or money to buy food, has come as fighting has forced families to leave homes and jobs, with little hope of supporting themselves elsewhere.

"People are now living in schools and other public facilities like schools because they can't go back to their homes," she said. "It's an impossible situation for families, women, children, living through this crisis on a daily basis."

"Those who are food insecure are also internally displaced for the most part. If we don't provide them with the food assistance that is required, they will go hungry," Cousin said.

Across Syria, at least 48 civilians and 22 regime soldiers were killed Monday, including 16 in Aleppo, according to the Syrian Observatory for Human Rights, a Britain-based activist group.

The battle for Aleppo has marked the first time the regime has used helicopters and warplanes regularly to strike from the air, bringing an even heavier toll of civilian casualties. Previously, the military relied heavily on often indiscriminate artillery and tank shelling.

The Observatory and another group, the Local Coordination Committees, reported violence elsewhere in the country, including attacks by government troops backed by helicopter gunships on the southern town of Sheikh Miskeen in Daraa province.

The Observatory said rebels and troops were fighting near the military air base of Tabaqah in the northern province of Raqqa. Last week, rebels captured a major border crossing with Turkey in Raqqa.

Meanwhile, the Assad regime came under attack in a different arena. The state-run news agency SANA said its Facebook page was hacked in what it described as "another attempt targeting the Syrian national media." Efforts are underway to repair the Facebook page, the agency said.

NYC schools dispensing morning-after pill to girls

NEW YORK (AP) ? It's a campaign believed to be unprecedented in its size and aggressiveness: New York City is dispensing the morning-after pill to girls as young as 14 at more than 50 public high schools, sometimes even before they have had sex.

The effort to combat teen pregnancy in the nation's largest city contrasts sharply with the views of politicians and school systems in more conservative parts of the country.

Valerie Huber, president of the National Abstinence Education Association in Washington, calls it "a terrible case once again of bigotry of low expectations" ? presuming that teen girls will have sex anyway, and effectively endorsing that.

But some doctors say more schools should follow New York's lead.

Emergency contraception is safe and effective "if you use it in a timely fashion. It provides relief or solace to a young woman or man who has made a mistake but doesn't want to have to live with that mistake for the rest of their lives," said Dr. Cora Breuner, a Seattle physician and member of an American Academy of Pediatrics' committee on teen health.

Plan B emergency contraception is about 90 percent effective at preventing pregnancy if taken within 72 hours after unprotected sex.

New York's program was phased in at health clinics at about 40 schools in the 1-million-student school system starting about four years ago. Since January 2011, it has expanded to 13 additional schools that don't have clinics. The little-known program was reported on Sunday by the New York Post.

Nurse practitioners or physicians dispense the pills, and parents can sign an opt-out form preventing their daughters from taking part. Only about 1 to 2 percent of parents have opted out, according to the city Health Department.

The program is seen as a way to reduce a startling number: More than 7,000 New York City girls ages 15 to 17 get pregnant each year. More than two-thirds of those pregnancies end in abortions.

"We are committed to trying new approaches ... to improve a situation that can have lifelong consequences," the Health Department said in a statement.

In the 2011-12 school year, 576 girls got the pills at the 13 added schools, said Deborah Kaplan, an assistant health commissioner.

Felicia Regina, Parent Association president at Port Richmond High on Staten Island, has two teens at the school, a junior and a senior, and said she has never heard any parents voice objections.

"I do think it's a good idea," she said. "The children nowadays are not going to abstain from sexual intercourse. How many unwed mothers do we need?"

But Mona Davids, president of the New York City Parents Union, a volunteer group, opposes the program. She has a daughter who attends Laguardia High, not among the schools where Plan B is available.

She said parents should have to sign an "opt-in" form granting permission for Plan B instead. "When your daughter has gone on a trip, didn't you have to sign that it's OK for her to go on a trip?" she said.

Davids said emergency contraceptive is too serious a drug to give without parents' permission: "They can't even give our kids aspirin or Motrin without informed consent. This is a chemical hormonal drug cocktail."

Anne Leary, a conservative blogger in Chicago whose children are in their 20s, also said the idea is ill-advised and undermines parents' authority. Her own children attended high school in a Chicago suburb and were not offered emergency contraception at school.

"These kids are under 16, which is the age for statutory rape in most states. I just think it's subsidizing and encouraging behavior that's probably not healthy for kids that age," Leary said.

New York City's schools already offer regular birth control pills and condoms, just as many other schools around the country do. But emergency contraception is especially controversial.

Many scientists say Plan B works by blocking ovulation or fertilization. But Plan B's label says it may also prevent a fertilized egg from implanting in the uterus, and conservative activists who believe life begins at conception contend it amounts to an abortion pill.

The American Academy of Pediatrics says Plan B does not cause abortion or encourage risky sex, and it has called for the sale of the morning-after pill over the counter to help prevent teen pregnancies.

Last year, however, the Obama administration blocked plans to put the pills on drugstore shelves, keeping them behind the pharmacy counter. The contraceptive requires a prescription for those under 17 but is available to older women without a prescription if they show pharmacists proof of age.

Opposition to making Plan B available over the counter came mostly from conservatives and religious groups who said such a step would promote underage sex.

At least one high school in a Los Angeles neighborhood with a high teen pregnancy rate also offers emergency contraception in a partnership with Planned Parenthood.

Teen pregnancies have declined in recent years nationwide, a trend attributed partly to increased use of birth control.

The most recent government figures show the rate was about 70 pregnancies per 1,000 girls ages 15 through 19 in 2008. New York City's rate was 82 per 1,000 girls that year, and dropped to 73 per 1,000 in 2010. Nationwide, about 43 percent of girls ages 15 to 19 have had sex.

Some students on their way Tuesday to New York's Fashion Industries High School said they knew emergency contraception was available there, while others did not.

Glenesha Fernandez, a ninth-grader, said her mother opted out. "I said 'OK, I don't care,'" Glenesha said.

Yerenia Aybar, another ninth-grader, said girls her age shouldn't get the pill. "It might make students think it's OK to have sex," she said.
