Iran says 37 killed in earthquake in south
TEHRAN, Iran (AP) ? A 6.1 magnitude earthquake killed at least 37 and injured hundreds more in a sparsely populated area in southern Iran on Tuesday, Iranian officials said, adding that it did not damage a nuclear plant in the region.
The report said the earthquake struck the town of Kaki some 96 kilometers (60 miles) southeast of Bushehr, a town on the Persian Gulf that is home of Iran's first nuclear power plant, built with Russian help.
"No damage was done to Bushehr power plant," Bushehr provincial governor Fereidoun Hasanvand told state TV. He said 37 people had died so far and 850 were injured, including 100 who were hospitalized.
The plant's chief, Mahmoud Jafari, confirmed the site's condition to semi-official Mehr news agency, saying that it is resistant to earthquakes of up to magnitude eight.
Water and electricity were cut to many residents, said Ebrahim Darvishi, governor of the worst-hit district Shonbeh.
The UN's nuclear watchdog agency said on its website that it had been informed by Iran that there was no damage to the plant and no radioactive release and, based on its analysis of the earthquake, was not seeking additional information. The International Atomic Energy Agency statement indicated that it was satisfied there was little danger.
Shahpour Rostami, the deputy governor of Bushehr province, told state TV that rescue teams have been deployed to Shonbeh.
Three helicopters were sent to survey the damaged area before sunset, said Mohammad Mozaffar, the head of Iran's Red Crescent rescue department. He said damage was particularly bad in the village of Baghan.
Kaki resident Mondani Hosseini told The Associated Press that people had run out into the streets out of fear.
Dozens of aftershocks have been reported by the official IRNA news agency since the earthquake, which occurred at 16:22 local time, 11:58 GMT.
Iran announced three days of mourning.
The quake was felt across the Gulf in Bahrain, the United Arab Emirates and Qatar, where workers were evacuated from high-rise buildings as a precaution.
Earlier on Sunday a lighter earthquake jolted the nearby area. Iran is located on seismic faults and it experiences frequent earthquakes.
In 2003, some 26,000 people were killed by a 6.6 magnitude quake that flattened the historic southeastern city of Bam.
In Russia, the head of the state agency responsible for the Bushehr project said the reactor was not producing fission by chain reaction when the tremor occurred.
"Personnel at the station are continuing to work in a normal regime, the radiation conditions are within the norms of natural background," Igor Mezenin was quoted as saying by the ITAR-Tass news agency.

Rhino horn DNA database introduced

A new DNA database is being set up to hold genetic information on all the rhinoceros horn in the UK in an attempt to stop its theft and trade.
It's probably not every day that a museum will get a couple of drill bits in the post accompanied by a polite request to bore a hole in one of their highly valuable exhibits.
But those holding rhino horn can expect just such a package in the next few months as the National Wildlife Crime Unit roles out its database.
"The illegal trade in endangered species is one of our six wildlife crime priorities and, within that, the number one issue for us is the illegal trade in rhino horn," says unit head Det Insp Nevin Hunter.
In Africa, white rhino numbers are rising.
But despite this, a rapid rise in the incidence of hunting means that, if present trends continue, it won't be long before the population begins to dwindle.
Poachers are driven by the high prices paid in China and Vietnam for rhino horn - strongly, but wrongly, believed to have powerful medicinal properties.
Stealing antique rhino horn kept in the UK can deliver similar profits with much lower risks.

In the past two years, there have been at least 20 criminal incidents involving rhino horn in the UK and it's not just old trophies at risk - live animals in zoos have been targeted.
PC Andy Long, a wildlife crime officer in Essex who advises Colchester Zoo on keeping its rhinos safe, says it is "highly-organised crime at an international level".
"They know how to obtain the horn and they know how to dispose of it - you can't just sell it on eBay," he says.
Some criminals also try to pass off freshly-poached specimens as antique.
'DIY skills'The police say precise DNA knowledge will deter thieves, enable officers to secure more convictions and prevent smugglers making bogus claims.
It is part of an emerging effort to use the latest science to push back against smugglers and prevent them cloaking their crimes in the anonymity of their goods.

Dr Lucy Webster, who is co-ordinating the government-funded science from a lab outside Edinburgh, usually spends her time investigating DNA at wildlife crime scenes.
But she is now using genetic science as a preventative weapon.
"This is where your DIY skills come in handy," she says.
"We'll be providing museums with a kit with which to take the sample including a 5mm drill bit.
"The shavings of rhino horn contain cellular material that has DNA within it and it's this DNA we will look to isolate to build the individual profiles."
Zoos will be encouraged to gather cheek swabs or blood samples.
The precise technique will be left up to the keepers who know best how to get biological material from their potentially grumpy, two-tonne donor while giving least offence.
At Colchester Zoo, staff stroked Otto the rhino's ear, simultaneously calming the patient, bringing up a vein and slipping in a small syringe.
It didn't appear to interrupt his carrot and apple snack.
Costing the Earth will be shown on Tuesday at 15:30 BST and on Wednesday at 21:00 BST.

How stepdads can avoid missteps
Apr. 8, 2013 ? As any stepdad can tell you, it's one thing to win a mom's heart and another to win over her children.
Although one-third of American children live in a stepfamily during part of their childhood, little is known about the development of the relationship between stepfathers and stepchildren.
New research from Brigham Young University fills that gap with a study that identified three factors that significantly contribute to closeness in stepfamilies:
- The couple keeps arguments to a minimum
- Mothers help children feel comfortable sharing their frustrations
- The stepfather and mother agree on how to parent
BYU professor Kevin Shafer's research on stepfamilies appears in the academic journal Social Work.
"Family roles can be negotiated and there is going to be some bumpiness," said Shafer, who teaches and researches in BYU's School of Social Work. "The notion that couples should put the couple first and everything else will fall into place is false."
Shafer and BYU grad student Todd Jensen analyzed data from a nationally representative sample of 1,088 children in stepfamilies. From the children's perspective, frustrations occur when the new dad assumes too much parental authority or when he disrupts the family's normal way of doing things.
"Moms need to let their children know that it's ok to talk if they have a problem with their stepfather because everybody is still trying to figure out this new family dynamic," Shafer said.
And the lack of history between stepdads and children amplifies the detrimental effects of parental conflict.
"Full-blown arguments set up stepfamilies for failure," Shafer said.
Couples typically make one of two mistakes in the transition. The first type involves the couple acting as though nothing major has changed -- that the new father is a replacement instead of an addition. The second type of mistake is for mom to take upon herself all of the parenting.
The common thread in both scenarios is that the children's voices are missing.
"If you have teenagers, they should be a pretty active participant in discussions of what the family is going to look like and how the family is going to function," Shafer said.
The study contains one pleasant surprise: Communicating openly and avoiding arguments contributes to closeness regardless of family income or education level.
"It really is the interpersonal dynamic that predicts family closeness," Shafer said. "You can build these bonds in spite of financial challenges."
Jensen appears as a co-author on the paper and will receive a master's degree in social work from BYU this month.

Iraqi al Qaeda wing says Nusra Front is its Syria branch: SITE group
DUBAI (Reuters) - The Iraqi wing of al Qaeda announced that a rebel group at the forefront of the rebellion in Syria was its branch in that country and that both groups would operate under one name, according to the U.S.-based SITE Intelligence Group.
The leader of the Islamic State in Iraq, Abu Bakr al-Baghdadi, said his group and Syria's al-Nusra Front - which has been blacklisted by the United States - would now jointly go under the name of the Islamic State in Iraq and the Levant, the SITE Intelligence Group reported.
The predominant Islamist element in the Syrian uprising has created concern for regional and Western powers and deepened the Shi'ite-Sunni divide in the Middle East.
The authenticity of the statement could not immediately be verified. If confirmed it is likely to further deepen the political dilemma facing those countries who oppose Syrian President Bashar al-Assad but fear the rise of al Qaeda and Islamist militancy in Syria.
"It's now time to declare in front of the people of the Levant and (the) world that the al-Nusra Front is but an extension of the Islamic State of Iraq and part of it," the SITE monitoring service quoted Baghdadi as saying in an audio speech issued on jihadist forums on Monday.
Experts have long said that al-Nusra Front was receiving support from al Qaeda-linked insurgents in neighboring Iraq. The group has claimed responsibility for deadly bombings in Damascus and Aleppo, and its fighters have joined other rebel brigades in attacks on Assad's forces.
At least 70,000 people have been killed since protests led by Syria's Sunni Muslim majority broke out two years ago against Assad, who belongs to the minority Alawite sect, an offshoot of Shi'ite Islam.
The demonstrations were met with bullets, sparking a Sunni backlash and a mostly Islamist armed insurgency increasingly led by the al-Nusra Front.
The U.S. State Department in December designated the group a foreign terrorist organization.

Hackers target Israeli websites, fail to disrupt
JERUSALEM (AP) ? An international cyber attack campaign against Israeli government websites on Sunday failed to cause serious disruptions despite dire threats from the Anonymous hacker collective, Israeli officials said Sunday.
The global hacker group promised a mass assault to protest Israeli policy toward the Palestinians. The attack appeared timed to coincide with Israel's annual Holocaust memorial day, beginning at sundown Sunday.
The cyber attack was just the latest in an almost constant effort by Israel's enemies and ideological opponents to shut down its vital websites. Most of the attacks have had little impact, and Israeli experts even say they welcome the attempts as ways of sharpening their defenses. Israel itself is accused of taking part in much more sophisticated cyber attacks against its enemies, particularly Iran.
Web posters using the name of the hacking group Anonymous warned they would launch a mass attack on Israeli sites in a strike they called (hash)OpIsrael, starting April 7.
An official from the militant Palestinian Hamas, which rules the Gaza Strip, praised the attackers. "God bless the minds and the efforts of the soldiers of the electronic battle," Ihab Al-Ghussein, Gaza's chief government spokesman, wrote on his official Facebook page.
By late afternoon, though, few disruptions had been reported.
The Foreign Ministry's website was taken down for a few seconds, but no other ministries behind the government firewall were affected, said Ram Alfia, an official at the Finance Ministry, which oversees the government's websites. He said some slowdowns in local Internet service were expected because of government countermeasures.
The Yad Vashem Holocaust memorial was among those targeted. Its website was operating fully on the eve of memorial day for the victims of the Holocaust, the time apparently set for the assault.
Israel is considered one of the world's cyber powers. Its secretive high-tech military units have helped turn the country into a leader in cyber security, and Prime Minister Benjamin Netanyahu has identified cyber security as a top priority.
Israel is also said to be a cyber attacker itself. Among other operations, it was widely believed to have been involved, along with the United States, in the Stuxnet virus, which damaged Iran's nuclear development program in 2010. Israel has never commented on the allegations.
"The Israeli people have a lot of knowledge in security, they know what they are doing in security and we can see that no major sites have been hacked," said Roni Bachar, head of the Israeli cyber security firm Avnet. "The major sites have got professional people ... and fixed all the problems on the sites on a regular basis."
Isaac Ben-Israel, a former director of the government's National Cyber Bureau, said the hackers failed to shut down key sites.
"So far, it is as was expected. There is hardly any real damage," Ben-Israel told Israel's Army Radio. "Anonymous doesn't have the skills to damage the country's vital infrastructure. And if that was its intention, then it wouldn't have announced the attack ahead of time. It wants to create noise in the media about issues that are close to its heart."
Israeli news websites reported brief cyber attacks on the stock market and the Finance Ministry Saturday night, but the two institutions denied the reports.
Israeli media said small businesses were targeted, and some websites' home pages were replaced by anti-Israel slogans. In retaliation, Israeli activists hacked sites of radical Islamist groups and splashed them with pro-Israel messages.
Shlomi Dolev, an expert on network security and cryptography at Israel's Ben-Gurion University, said attacks of this kind will likely become more common. "It is a good test for our defense systems, and we will know better how to deal with more serious threats in the future," he said.
He said Israel is well prepared to deal with the attacks. "This is a real battle. It is good training for our experts," he said.
Dolev, who also serves as chairman of the Inter-University Communication Center, which connects Israeli universities and research branches of companies like IBM, said 40 security experts from the center "are looking forward to play with the attackers."
Hackers have tried before to topple Israeli sites, with limited success.
In January 2012, a hacker network that claimed to be based in Saudi Arabia paralyzed the websites of Israel's stock exchange and national airline and claimed to have published details of thousands of Israeli credit cards.
A concerted effort to cripple Israeli websites during November fighting in Gaza failed to cause serious disruption. Israel said at the time that protesters barraged Israel with more than 60 million hacking attempts.

Radioactive leak feared at Japan n-plant
TOKYO (AP) ? The operator of Japan's crippled nuclear plant said Saturday that it was moving tons of highly radioactive water from a temporary storage tank to another after detecting signs of leakage, in a blow to the plant's struggles with tight storage space.
Tokyo Electric power Co. said about 120 tons of the water are believed to have breached the tank's inner linings, some of it possibly leaking into the soil. TEPCO is moving the water to a nearby tank at the Fukushima Dai-chi plant ? a process that could take several days.
TEPCO detected the leak earlier in the week, when radiation levels spiked in water samples collected in between the inner linings of the tank. Radiation levels in water samples taken outside the tank also have increased, an indication of the water leak, TEPCO spokesman Masayuki Ono said.
Contaminated water at the plant, which went into multiple meltdowns after the March 2011 earthquake and tsunami that devastated northeastern Japan, has escaped into the sea several times during the crisis. Experts suspect there has been a continuous leak into the ocean through an underground water system, citing high levels of contamination among fish caught in waters just off the plant.
The leak is not only an immediate environmental concern, but threatens TEPCO's tight water management situation, Ono said.
The tank contains 13,000 tons of water, which is part of the water that was used to cool melted fuel at the plant's reactors damaged in the twin disasters. So much water has been used that TEPCO is struggling to find storage space.
"The impact (from the leak) is not small, as the space is already tight," Ono said. "We need to revise our water management plans."
More than 270,000 tons of highly radioactive water is already stored in hundreds of gigantic tanks and another underground tank. They are visible even at the plant's entrance and built around the compound, taking up more than 80 percent of its storage capacity.
TEPCO expects the amount to double over three years and plans to build hundreds of more tanks by mid-2015 to meet the demand.
Because of that, TEPCO is anxious to launch a new water treatment system that can purify the contaminated water. The machine, called ALPS, recently started a final test run after six months of delays due to safety requirements by government regulators.
The delay caused TEPCO to use some of seven underground tanks, originally meant for ALPS-treated water, to accommodate the contaminated water backlog as a stopgap measure.
TEPCO officials have indicated they hope to release the water into the ocean, but Ono said the company has no immediate plans to do so without public acceptance.
The plant is being decommissioned but continues to experience glitches. A fuel storage pool temporarily lost its cooling system Friday, less than a month after the plant suffered a more extensive outage.
The underground tank, several times the size of an Olympic-size swimming pool and similar to an industrial waste dump, is dug directly into the ground and protected by two layers of polyethylene linings inside the outermost clay-based lining, with a felt padding in between each layer.
The meltdowns have caused the plant to release radiation into the surroundings and displaced about 160,000 people from around the plant. They do not know when or if they will be able to return home.

SCAM ALERT: Fake Debt Collectors Spoof Local Police Phone Number

SPOKANE COUNTY, Wash. - Liberty Lake Police Department contacted Better Business Bureau alerting of a scam targeting the Spokane region. A Spokane resident received a call from a (509) area code phone number claiming to be a police deputy named 'Wilkerson.' The supposed 'deputy' aggressively told the Spokane man he had an outstanding bill and would be arrested if he didn't pay up. The scammer provided a (972) area code phone number for the man to call back and pay.
The victim chose to call the phone number showing on his caller ID, and to his surprise, he reached the Spokane Sheriff's Regional Training Center, who knew nothing of the call. After receiving a second call from the same phone number, the resident researched to find and contact Officer Taj Wilkerson with the Liberty Lake Police Department who informed the Spokane man there was no investigation into a debt and this was indeed a scam.
Officer Taj Wilkerson followed up with the alleged 'debt collector' and contacted the (972) phone number and reached an operation claiming to be in Dallas, Texas. The contact person provided a bogus address and refused to provide any further details.??
Fake debt collection calls are a very serious scam, and victims must remain calm amidst aggressive, threatening tactics often used by scammers.
Better Business Bureau offers a few tips when faced with a fake debt collection call:
- Never provide or confirm bank account, credit card, or other personal information over the phone until you have confirmed the legitimacy of the call.
- Ask the debt collector to provide official documentation which substantiates the debt.
- Know your rights, familiarize yourself with the Fair Debt Collection Practices Act, which describes both the collectors and debtors rights in the process.
- Be wary. Local police or any other governing body will NEVER contact you out of the blue about a debt.

SEOUL, South Korea (AP) ? North Korea has moved a missile with "considerable range" to its east coast, South Korea's defense minister said Thursday, but he added that it is not capable of hitting the United States and there are no signs that Pyongyang is preparing for a full-scale conflict.
The report came hours after North Korea's military warned that it has been authorized to attack the U.S. using "smaller, lighter and diversified" nuclear weapons. It was the North's latest war cry against America in recent weeks, with the added suggestion that it had improved its nuclear technology.
South Korean Defense Minister Kim Kwan-jin dismissed reports in Japanese media that the missile could be a KN-08, which is believed to be a long-range missile that if operable could hit the United States.
Kim told lawmakers at a hearing that the missile's range is considerable but not far enough to hit the U.S. mainland. He said he did not know the reasons behind the missile movement, saying it "could be for testing or drills."
Experts say North Korea has not demonstrated that it has missiles capable of long range or accuracy. Some suspect that long-range missiles unveiled by Pyongyang at a parade last year were actually mockups.
"From what we know of its existing inventory, North Korea has short- and medium-range missiles that could complicate a situation on the Korean Peninsula (and perhaps reach Japan), but we have not seen any evidence that it has long-range missiles that could strike the continental US, Guam or Hawaii," James Hardy, Asia Pacific editor of IHS Jane's Defence Weekly, said in a recent analysis.
Kim said the South Korean military has spotted no signs that North Korea is preparing for a full-scale conflict. Those signs include the mobilization of a number of units, including supply and rear troops, but South Korean military officials have found no such preparations in North Korea, he said.
"(North Korea's recent threats) are rhetorical threats. I believe the odds of a full-scale provocation are small," he said. But he added that there is still the possibility of North Korea mounting a localized, small-scale provocation against South Korea. He cited the 2010 shelling of a South Korean island, an attack that killed four people, as a possible example of such a provocation.
Pyongyang has been railing against joint U.S. and South Korean military exercises taking place in South Korea and has expressed anger over tightened U.N. sanctions for its February nuclear test. At times it has gone beyond rhetoric.
For a second day Thursday, North Korean border authorities denied entry to South Koreans who manage jointly run factories in the North Korean city of Kaesong. A North Korean government-run committee threatened to pull out North Korean workers from Kaesong as well.
On Tuesday, Pyongyang announced it would restart a plutonium reactor it had shut down in 2007. A U.S. research institute said Wednesday that satellite imagery shows that construction needed for the restart has already begun.
North Korea's military statement Thursday said its troops had been authorized to counter U.S. "aggression" with "powerful practical military counteractions," including nuclear weapons.
"We formally inform the White House and Pentagon that the ever-escalating U.S. hostile policy toward the DPRK and its reckless nuclear threat will be smashed by the strong will of all the united service personnel and people and cutting-edge smaller, lighter and diversified nuclear strike means," an unnamed spokesman from the General Bureau of the Korean People's Army said in a statement carried by state media, referring to North Korea by its formal name, the Democratic People's Republic of Korea. "The U.S. had better ponder over the prevailing grave situation."
The Pentagon announced that it will deploy a missile defense system to the U.S. Pacific territory of Guam to strengthen regional protection against a possible attack.
U.S. Defense Secretary Chuck Hagel said Washington is doing all it can to defuse the situation, echoing comments a day earlier by Secretary of State John Kerry.
"Some of the actions they've taken over the last few weeks present a real and clear danger and threat to the interests, certainly of our allies, starting with South Korea and Japan, and also the threats that the North Koreans have leveled directly at the United States regarding our base in Guam, threatened Hawaii, threatened the West Coast of the United States," Hagel said Wednesday.
South Korea's Defense Ministry said its military is ready to deal with any provocation by North Korea. "I can say we have no problem in crisis management," deputy ministry spokesman Wee Yong-sub told reporters.
This spring's annual U.S.-South Korea drills have incorporated fighter jets and nuclear-capable stealth bombers, though the allies insist they are routine exercises. Pyongyang calls them rehearsals for a northward invasion.
The foes fought on opposite sides of the Korean War, which ended in a truce in 1953. The divided Korean Peninsula remains in a technical state of war six decades later, and Washington keeps 28,500 troops in South Korea to protect its ally.
North Korea's nuclear strike capabilities remain unclear.
Pyongyang is believed to be working toward building an atomic bomb small enough to mount on a long-range missile. Long-range rocket launches designed to send satellites into space in 2009 and 2012 were widely considered covert tests of missile technology, and North Korea has conducted three underground nuclear tests, most recently in February.
"I don't believe North Korea has the capacity to attack the United States with nuclear weapons mounted on missiles, and won't for many years. Its ability to target and strike South Korea is also very limited," nuclear scientist Siegfried Hecker, a senior fellow at the Center for International Security and Cooperation at Stanford University, said this week.
"And even if Pyongyang had the technical means, why would the regime want to launch a nuclear attack when it fully knows that any use of nuclear weapons would result in a devastating military response and would spell the end of the regime?" he said in answers posted to CISAC's website.
In Seoul, a senior government official said Tuesday it wasn't clear how advanced North Korea's nuclear weapons capabilities are. But he also noted fallout from any nuclear strike on Seoul or beyond would threaten Pyongyang as well, making a strike unlikely. He spoke on condition of anonymity because he wasn't authorized to speak publicly to the media.
North Korea maintains that it needs to build nuclear weapons to defend itself against the United States. On Monday, North Korean leader Kim Jong Un led a high-level meeting of party officials who declared building the economy and "nuclear armed forces" as the nation's two top priorities.
Hecker has estimated that North Korea has enough plutonium to make several crude nuclear bombs. Its announcement Tuesday that it would restart a plutonium reactor indicated that it intends to produce more nuclear weapons material.
The U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies has analyzed recent commercial satellite imagery of the Nyongbyon nuclear facility, where the reactor was shut down in 2007 under the terms of a disarmament agreement. A cooling tower for the reactor was destroyed in 2008.
The analysis published Wednesday on the institute's website, 38 North, says that rebuilding the tower would take six months, but a March 27 photo shows building work may have started for an alternative cooling system that could take just weeks. Experts estimate it could take three months to a year to restart the plant.

Abbas Agrees to Suspend ICC Action Against Israel
Palestinian Authority (PA) Chairman Mahmoud Abbas will temporarily refrain from unilateral action against Israel to give U.S.-brokered peace talks a chance to resume, a PA official told AFP on Thursday.
"Abbas and the Palestinian leadership have decided to give a sufficient chance for (U.S. Secretary of State John) Kerry's efforts to succeed," the official said on condition of anonymity.
For around two months, Abbas and the Palestinian Authority would suspend all unilateral measures through United Nations agencies and would refrain from taking a case against Israel to the International Criminal Court, he said.
During the two months, "the Palestinian leadership will not make new demands to UN agencies," the official told AFP, adding that this would give Kerry enough time to set up a framework in which peace negotiations might take place.
The remarks came just days ahead of a visit by Kerry, who will hold fortnightly meetings with Israeli and PA leaders as he tries to revive the stalled peace process.
The official warned, however, that if Israel failed to halt construction in Judea, ?Samaria and eastern Jerusalem -- a longtime PA precondition for any talks to take place -- the entity would immediately begin working through the international bodies again.
"Settlement building in E1 is a red line and erecting so much as one stone in the area... would destroy the (possibility of a) two-state solution," he said.
Last week it was reported that Abbas plans an appeal to the International Criminal Court at The Hague if other measures to stop new Israeli construction in Judea, Samaria and eastern Jerusalem fail.
Last month, Issa Karaka, the Palestinian Authority's Minister for Prisoner Affairs, urged Abbas to enroll the PA in as many international organizations as possible as quickly as is feasible, in order to capitalize on the recognition the PA received at the United Nations last year and use its standing in the international community to sue and prosecute Israel.
Karaka said that the PA should join the Geneva Convention, and once admitted, use the Convention's provisions to prosecute Israel in the International Criminal Court for ?crimes against the Palestinian nation,? he said.
Kerry is planning to pressure Israel and the PA to resume the negotiations, which have been stalled for nearly three years, and reportedly plans to offer the sides an outline which would see Israel releasing terrorists from its prisons and transferring areas from Area B, which is under joint PA-Israeli control under the Oslo Accords, to Area A which is under full PA control.
Kerry?s outline would have the PA undertaking a return to the negotiating table and promising not to file lawsuits against Israel with the International Criminal Court.
Abbas has continuously imposed preconditions on peace talks and has demanded that Israel freeze Jewish construction in Judea, Samaria, and eastern Jerusalem. When Israel froze construction for a ten-month period in 2010, however, he refused to come to the table.

Arizona tribe seeks artifacts up for auction
FLAGSTAFF, Ariz. (AP) ? An Arizona tribe is asking a Paris auction house to cancel its upcoming sale of dozens of items central to the tribe's religious practices and return them to their original homes in the American Southwest.
Neret-Minet Tessier & Sarrou describes the collection on its website as katsina masks of the Hopi Indians of Arizona. They are scheduled to be auctioned April 12, with some expected to garner tens of thousands of dollars each.
To the Hopis, they are living beings called katsina friends that emerge from the earth and sky to connect people to the spiritual world and their ancestors. Every member of the Hopi Tribe gets initiated into the Katsina society as a rite of passage.
Leigh Kuwanwisiwma, director of the tribe's cultural preservation office, said the religious items have no commercial value and should be in the hands of the American Indian tribes from which they were taken, including the pueblos of Jemez, Acoma and Zuni in New Mexico. The sale of such items isn't extraordinary, but the size of the collection to be auctioned in Paris and the age of the items is, he said.
The majority of the 70 katsina friends are labeled as Hopi and date back to the late 19th century and early 20th century. Kuwanwisiwma said they likely were collected from the Hopi in the 1930s and 1940s when there was documented evidence of a French citizen on the northern Arizona reservation.
"A lot of these objects were collected under suspicious conditions," he said. "You had such a huge competition by museums to collect artifacts from tribal reservations, and Hopi was no exception."
Acoma Pueblo said Wednesday that it would look into whether a piece labeled as originating from Acoma is authentic and would support any efforts to repatriate American Indian artifacts.
The Native American Graves Protection and Repatriation Act gives federally recognized American Indian tribes a way to reclaim funerary objects and ceremonial items from federal agencies and museums in the United States. Sherry Hutt, the program manager for the national NAGPRA office under the U.S. Department of the Interior said the law doesn't always apply to items held internationally.
"Did it leave at the time by gift or was it removed without permission? What were the rules at the time?" she said. "Once you know that, you may or may not have an application of NAGPRA, you may or may not have statues that apply to cultural resources or other remedies, generally."
An email sent to Neret-Minet Tessier & Sarrou on Tuesday was not returned, and the auction house declined immediate comment when contacted by a reporter on Wednesday. The press release announcing the auction said the items were collected by a "connoisseur with peerless taste," who had lived in the United States for more than 30 years and had attended katsina dances at the Hopi villages but doesn't say how.
Jose Viarreal, editor of the website artdaily.org, published the news release and said he received calls afterward from Hopis furious about the sale. He said he contacted the auction house and was told the items were obtained legally.
"I think this is going to go through as planned," he said.
Kuwanwisiwma said no Hopi has authority to sell or transfer such items because they are considered cultural patrimony, and no one other than a Hopi tribal member should possess them. Things haven't always worked out that way.
The Heard Museum in Phoenix is backing the Hopi Tribe's effort to recover the items and said it was hopeful the U.N. Declaration on the Rights of Indigenous People could be used as leverage. France was among the first to sign the declaration that says indigenous people have the right to repatriation of their human remains, ceremonial objects and cultural patrimony.
The auction house cited a book written by the founder of the Museum of Northern Arizona in its description of the katsinas, which Hopi artists commonly depict in carved, wooden figures and sell. The museum's director, Robert Breunig, appealed to the sense of decency and humanity in asking that the auction be called off.
"To be displayed disembodied in your catalog and on the Internet is sacrilegious and offensive," he wrote in a letter to the auction house. "If one claims to value these katsina friends as 'works of art,' one must also respect the people who made them and the native traditions that govern their use."
If returned, Kuwanwisiwma said the items will be placed in the care of the head katsina priest. The tribe would not bid on the objects otherwise, he said.
"Culturally we made it clear that there's no price tag on our ceremonial and religious objects," he said. "That's pretty much out of the question."
